How Colorado paycheck taxes work

TABOR refunds themselves are paid as income-tiered or flat refunds to taxpayers rather than as a rate cut, which is why the surplus does not disturb this figure. ONE THING TO RE-CHECK EACH JANUARY: SB24-228 separately made a temporary rate reduction one of the available refund mechanisms for tax years 2024 through 2034 — tax year 2024 was cut to 4.25% under it, and later years are tiered on how much surplus remains. Confirm no such reduction applies before rolling this figure forward.
